what is the reason behind fringing?

I'm still a little unclear on what fringing actually is, although I can see the difference in the images. Is there a formal definition?

Is fixing this just done by shrinking the alpha or is there a better method?

fringing seems like it'd introduce more artificial artifacts on top of the transparency, why not make a better transparency map?
