Why are there strong signals in the horizontal and vertical directions all the way out to the edges of the images while the high frequencies in the other directions eventually fade out?

I'm wondering if the spectrum is a rotational symmetry image. If so, why's that.

Is using a high-pass filter another way to do edge detection? I've heard of the method using the first derivative convolution
