What does different ranges of frequencies mean to an image? Is it how busy the image is? Is there a definition...?

From 18-290 if I recall correctly, frequency in an image is measuring the rate of change between each pixel. With lower frequencies, you can capture rates of change over a longer distance, hence the low frequencies can capture the light differences between for example the paper and the shirt. Higher frequencies on the other hand can capture differences over a shorter distance, hence the high frequencies show the more drastic, sharp changes in the image.
