It basically just says that we don't sense movement because our physical eyeballs track shapes, it's essentially an "optical illusion" brought on by our brain naturally associating images with one another. So a series of still images like in the slide can imply a snake moving around the screen even if they have nothing to do with each other.

I think its really interesting how prior experience can influence your perception of animation as well. Like someone who has never seen starwars would probably perceive this different than I do.
