I think this slide is saying that the resolution of any image is a lower bound on the amount of information needed to represent the model for the image.

An implication of this is that many model's contain more texture data than will be used to construct an image of a scene and therefore they are using more memory resources than necessary. This is important in applications such as those that use a GPU, where memory is limited.
