Hmm I don't really see how this is improving the mesh quality. We now have two triangles and the circles around them are rounder so that's good but what is actually making this a higher quality than before? The fact that it's more Delaunay?

Yeah, more Delaunay = better here. More Delaunay-ness is desirable because your triangles are closer to equilateral, hence their vertices sample the domain more uniformly than if you had longer/skinnier triangles.
