Is this also the reason why difference between certain colors are more noticeable than others?

Is color blindness related to problem with the cones? If yes, can we reconstruct these cones in certain degree to mitigate color blindness?

There doesn't seem to be a huge difference between the graph for M and L cones; why is that?
