Would this cause the entire box to moved into a different quadrant (a translation and a rotation)?

The rotation would be around the origin rather than x, which would be equivalent to a rotation and translation

Does that mean that every rotation that is around a point that is not the origin, is at its base a translation such that the point you want to rotate around becomes the 'origin', then rotate and then translate back to the original origin?

The box would move around the circle of radius |x| and and the corner pointing towards the center would still be pointing towards the center from the new position.
