I think we can always factorize a square matrix into the form of R^T D R. Does this mean it's true?

I think the interpretation of R^TDR is very cool. First rotate, then scaling, then rotate back. But I am wondering why do we need to first rotate then rotate back. Can't we directly apply scaling?
