What triangles do the Ks correspond to, the triangles before the edge collapse or the triangles after the edge collapse?

I believe before the edge collapse? Because we have K_i and K_j which correspond to the i and j vertices.

$K_i$ and $K_j$ are the quadrics stored at vertices $i$ and $j$ (resp.) before the collapse. These vertex quadrics could be the sum of quadrics from all triangles around those vertices, or they could result from earlier edge collapses.
